Communication members of New Patriotic Party (NPP) in the Bawku West District of Upper East Region have alleged that the contract for the construction of Bolgatanga-Bawku-Pulmakom road was sole sourced.
According to them the award of contract of the road was not only a breach of the Public Procurement Act, its mode of awarding is also questionable.
They alleged that former President, John Dramani Mahama arrived in Zebilla in a “Hollywood style” to cut sod for the construction of the road in July 2016 when the same road wasn’t awarded for construction.
“The contract was awarded on 7th December, 2016 the very day Ghana was at the polls to elect a new president. Interestingly however, the president of the Republic of Ghana by then, His Excellency John Dramani Mahama had arrived in Zebilla in a Hollywood style and cut the sod, at Lamboya near Zebilla, for the construction of the same road on Monday 11th July, 2016, some four months, one week earlier before awarding of the same contract”
The group made the allegations on Thursday in Zebilla to respond to claims by a group known as ‘Concerned Kusaug Youth’ who held a press conference over the weekend alleging that construction of the road has come to a halt because government has failed to pay the Brazilian contractor, Queiroz Galvao.
But the NPP communicators led by Zebilla Constituency Youth Organizer, Anania Daniel Atampuba stated that “the contractor hasn’t moved from site; the contractor has to lay off some of the workers due to some certificates that he has raised and the government is not fulfilling them, due to the fact that the contract was funded from a wrong source which is the road fund”
Communication members of the governing party also alleged that contract of the road was not fully paid for as former president Mahama claimed.
Out of the 116km road stretch, 13km has been awarded to a Ghanaian contractor, MAWUMS Construction Limited. The NPP communicators questioned the modality in awarding part of the road to MAWUMS.
“The reason for awarding such a special contract to MAWUMS Construction Limited is not known and the said contractor has since not been seen working on his portion”
The NPP communicators added that the supposed concerned Kusaug youth held the press conference to achieve their political ambition of becoming constituency and regional executives of National Democratic Congress (NDC) but not for the interest of the people of the Kusasi traditional area.
