Kassena-Nankana Municipality Assembly failed to disburse Ghc111,651.1 to PWDs

The Kassena-Nankana Municipal Assembly in the Upper East Region under the leadership of Joseph Adongo as MCE has failed to disburse a balance of Ghc111, 651.15 as of December 31, 2021, to persons with disability.

Even though persons with disability in the municipality had applied for support from the fund, the assembly contrary to Section 7 of the Public Financial Management Act, 2016 (Act 921), sat on the money or either misappropriated the funds and thereby denying persons with disability in the municipality from benefiting from what is due to them.

“As a result, Persons with Disabilities have been denied timely receipt of funds to support their activities.”

This was contained in a report of the Auditor-General on the management and utilization of the District Assemblies Common Fund (DACF) and other statutory funds for the year ended 31 December 2021.

The ineffective management of the Persons with Disability Fund for the year 2021 is not limited to only the Kassena-Nankana Municipal Assembly, but Bolgatanga East District Assembly as well.

The Bolgatanga East District Assembly also delayed for about five to 22 months after the beneficiaries’ financial request before disbursing the funds to them.

The report, therefore, recommended for the “Coordinating Directors and the Disability Fund Management Committees to ensure that the funds are disbursed to them without delay upon request by members to improve the well-being of Persons living with Disability.”
