Over 200 candidates prevented from writing BECE to enjoy free SHS

1

The West African Examination Council (WAEC) has said the candidates prevented from writing the 2017 Basic Education Certificate Examinations (BECE) at Bindi South in the Bunkpurugu–Yunyoo district of the Northern region will benefit from the government’s free SHS policy.

According to the Public Relations Officer of WAEC, Agnes Teye Cudjoe, the examination body is preparing to organize a special exam in 2018 for interested candidates.

She said the GES is making arrangement to place the candidates in SHS using the subjects that they took for the examination so that they’re not left out of the free Senior High School programme.

Speaking on Accra-based Kasapa FM, she said “With the about 200 candidates from the Bunkpurugu District who unable to take the English and RME papers, the Council has had some discussion with the Ghana Education Service and the GES is making arrangement to place these candidates in Senior High Schools using the subjects that they took for the examination so that they’re not left out of the Free Senior High School programme. Another thing that the Council is going to do is to give them the opportunity to register for the examination and the Council will conduct the investigation at no cost to these candidates.”

Background

About 260 pupils from four communities in the Bunkpurugu–Yunyoo district failed to sit for the BECE following a misunderstanding between chiefs and regional education authorities over location of examination centers.

The candidates including 70 candidates from Kanbatiak Junior High School, Guanging 51, Gbingbamong 79 and 18 Yenupinii were prevented from traveling to Gbankoni primary school center to write the exams by the chief of Kanbatiak and some residents after education authorities failed to provide a closer center to the communities despite initial pledges.

The affected students couldn’t write English and RME subjects.

Upper East regional Director of the National Service Scheme, Paul Appiah Owusu has said the request for changes in Institutions and places where personnel have been posted to for National Service has affected the smooth registration process.

“The continuous request for change in places is affecting the smooth registration process. People come with their husbands, some come with their parents and some come with some head of department just to change their institutions and places and that is affecting our registration this year.”

He indicated that people, especially the indigenes (People of Upper East) rather come to the office of the National Service Secretariat to seek for changes to places where they are resident; something he says is hampering the smooth registration process the region has enjoyed over the years.

He called on Parents and Head of Departments who come to seek changes for their people to rather psyche them to sacrifice for the country because National Service is a sacrificial service to the country.

“People should note that National Service is all about sacrifice so if you are posted to any area for service, you have to go. People have come from the South to do service here but you see that people from this region rather seek for changes which is bad so if you can use your medium to advise people that National Service is a voluntary service and they need to go to places that they have been sent.”

Ministry to check bribery in nursing training college admissions

The Ministry of Health has set up an investigation machinery to check bribery and other improprieties that may arise with the introduction of the quota system for nursing training colleges.

The ministry said it would not entertain the situation where students were enrolled based on payment of bribes.

At a press conference in Cape Coast to explain the rationale behind the introduction of the quota system for the admission of students to the country’s nursing and midwifery colleges, the Minister of Health, Mr Kwaku Agyeman-Manu, reiterated that neither the reintroduction of the nurses’ allowances nor the picketing at the ministry’s premises by non-posted nurses informed the basis for the quota given to the health training institutions.

He explained that the quota system was a process to balance the category of health personnel in the system and ensure training of critical staff needed for the health sector.

“As a ministry, it is incumbent on us to ensure the availability of all categories of health professionals within our hospitals and the communities in Ghana.

He said over the years, the ministry had undertaken such exercises but not in such a robust and scientifically based manner as was being done this year.

He noted that the concentration had been skewed towards a few auxiliary staff, leaving out other critical health professionals whose work bordered more on the preventive aspect of health delivery in the country.

“It was after this scientific analysis, with the help of an analysis software, that the quota was given to the individual institutions,” he stated.

He noted for example that 8,046 nurse assistant clinicals were admitted in 2016, while only 3,013 preventive nurses were enrolled.

Mr Agyeman-Manu explained that for the purpose of educating communities to reduce the disease burden, less clinical nurses were admitted, while those providing preventive services were increased.

Caution

The minister stressed that any student caught to have had admission upon paying any money would be sacked and the officers who facilitated the practice would be sanctioned appropriately.

He gave instances where in previous years admission forms printed and sold by some of the colleges could not be accounted for, saying such incidents would not be allowed to continue.

Stakeholder collaboration

Mr Agyeman-Manu explained that the ministry collaborated with the Nursing and Midwifery Council and major stakeholders before coming out with the quota system.

He said indicators considered in arriving at the quotas included equity, quality and capacity.

“Each training institution was then looked at vis-à-vis the number of tutors available, the number of classrooms, equipment for clinical practice, courses offered, among other considerations.

Based on yearly analyses and planning, he said, quotas in particular professional course areas may increase or decrease in an attempt to ensure the nation had the requisite skill mix in right numbers of all health professionals in all the hospitals.
