Changing BNI to NIB goes beyond just a change in name – Albert Kan-Dapaah

The National Security Minister-designate Albert Kan-Dapaah says changing the Bureau of National Investigation (BNI) to the National Intelligence Bureau (NIB) is not just a change of name but also a change in focus and purpose.

The change according to the minister-designate is in line with Section 12 of the Security and Intelligence Agencies Act, 2020 (ACT 1030).

The National Security Minister-designate in responding to a question during his vetting session with the Appointment Committee of Parliament on Wednesday, February 10, 2021, said just as the Ghana Police Service and other institutions have precise and widely known duties and purpose, the BNI needed to be refocused and get their mandate cut out precisely.

The minister-designate said the National Investigation Bureau, aside from their investigation mandate, is also equipped to gather data and also analyze the data for national development.

“I can assure you that the National Investigations Bureau has a group of qualified data analysts who work diligently on every information and data they gather across the country.”

According to Mr. Kan-Dapaah, the National Investigations Bureau (NIB) is still an integral part of the National Security Council which oversees matters of counter-intelligence and internal security in Ghana.

The NIB also has the mandate to deal with organized crimes and financial crimes, sabotage, terrorism, hijacking, piracy, drug, trafficking, and providing intelligence to counter threats to Ghana’s national security.

The NIB has the investigative jurisdiction to arrest, detain and interrogate people associated with criminal offenses.

Section 12 of the Security and Intelligence Agencies Act, 2020 (Act 1030), was passed to repeal the Security and Intelligence Agencies Act, 1996 (Act 526).

Section 12 Act (1030) seeks to restructure the national security architecture to adequately respond to emerging national security challenges and to adequately cater for national security policy direction.
