1992 constitution did a disservice to northern Ghana- Rex Asanga

Newly confirmed Municipal Chief Executive (MCE) for Bolgatanga in the Upper East Region, Rex Asanga, has asserted that, the 1992 constitution of the Ghana has done a disservice to the people of the north.

Speaking on A1 Radio’s Daybreak Upper East programme, Mr. Asanga explained that the constitution made provisions which breached the allodia title by directing the State to return lands it had acquired to its owners.

He said that has been one the major challenges facing Town and Country Planning in the Region in recent times.

According to him, “There are some lands we really need as an Assembly for certain development projects and people want to take it back. So, we have to negotiate with them. I’ll be discussing with some of the heads of Departments to see how we can protect especially lands that are key to our future development, because we need open spaces in some areas for our children or if we don’t take time our children will not have any playground.”

Commenting on the challenge with the street lighting system in the Municipality, Mr. Asanga noted that it will take an attitudinal change by residents to maintain the street lights after they have been fixed.

He said “It is necessary to get the lights working; other than that, we have just invested and wasted Government’s funds putting up those lights. And if they are not functioning, what is the point? But if we put them on and someone goes to remove some things and they have to go off, we have to find a permanent solution to that. When we put on the lights, there should be a system of checking and a way of making sure of minimizing theft of the vital parts that keeps them working.”

He therefore appealed to residents of the Municipality to be on the lookout and possibly question persons who temper with the street lighting system; especially in the night to ascertain whether they have been authorized to do so.

According to Mr. Asanga, that would be the only solution to the long time challenge with the street lightening system in the Municipality.
