Free SHS: Are we interested in just enrolment or quality of education? – Educationist asks

Education and Management Expert, Nii Armah Ardey is wondering whether successive governments are more interested in just enrolment numbers at the pre-tertiary level of education or rather concerned about the quality of education.

Mr. Ardey explained that over the years, the government have committed resources towards expanding access to education with very little concern for the quality of education.

He said corresponding attention needs to be given to the quality of education offered at these levels to ensure that young students have solid foundations.

The Educationist said this when he spoke on the Day Break Upper East Show today, Wednesday, June 8, 2022.

“One can say that we have been able to increase enrolment. That is not in doubt. But is education only about enrolment? No. Some [experts] have asked, when you have Ghc100, will you use it to educate people at the basic level or you will use that Ghc100 to educate a few people to the top? This is a huge argument we have had in the education sector.”

“It is a matter of quality versus quantity,” he said.

Mr. Ardey opined that as a country, while we must work toward increasing enrolment, priority must be given to the quality of education delivered.

“I would always go for quality. That is what we have lacked. That is not to say that we have even fulfilled or done so much that is desired with even the infrastructure that can increase access. At the basic level, we still lack hugely in infrastructure,” he said.

The Educationist said the issue of quality education delivery is even worse in rural areas.

“I can tell you that not much has been done to improve rural education,” he said.

Mr. Ardey called on government to pay critical attention to issues of the quality of education in the country.

In an earlier conversation with Dr. Clement Abass Apaak, the Member of Parliament for the Builsa South Constituency and Deputy Ranking Member on the Education Select Committee, he expressed grave concern about the quality of students produced under the NPP government’s flagship educational programme; Free Senior High School (Free SHS).

According to Dr. Apaak, while the students graduating from the Senior High Schools may have excellent grades on paper, they have no proper substance.

This means that when they further their education to the tertiary level, there is an extra burden on lecturers.
