Bolgatanga Municipal Chief Executive (MCE) Roland Ayoo says a series of practical welfare reforms and staff-focused initiatives are helping boost morale, productivity and administrative efficiency at the Municipal Assembly.
Speaking on A1 Radio, Ayoo said that in his nearly seven months in office, his priority has been to build a harmonious, inclusive and motivated workforce. He noted that his leadership approach centres on strengthening interpersonal relationships across all levels of staff, “from the messenger to the third person.”
Creating an enabling work environment, he said, is the foundation for effective public administration. “I believe I have established a good working relationship with all institutions that matter. I don’t have problems with the Assembly staff, and that is because I deliberately created space for everyone to feel valued,” he said.
To deepen engagement, the MCE has held a series of meetings with cleaners, drivers, senior staff and administrative officers to better understand their challenges. He said listening to workers has allowed him to address long-standing concerns, from welfare needs to basic workplace amenities.
“The mere fact that you sit with them to listen to their concerns gives them motivation. Knowing their problems is halfway to solving them,” he said.
Immediate interventions include upgrading office furniture, renovating the Assembly’s reception area, fixing broken urinals, organising welfare meetings and providing drivers with a dedicated office space. Ayoo said plans are also underway to supply drivers with raincoats, wellington boots and recreational items, including television sets, to improve comfort while on duty.
He also outlined operational reforms such as the creation of three committees—the Revenue Task Force, Market Committee and Sanitation Committee—to streamline work and improve service delivery. The Assembly has additionally procured wheelbarrows, rakes, sanitation tools and 22 vehicle tyres to support operations.
Ayoo said his early-morning interactions with cleaners have become one of the most meaningful cultural shifts at the Assembly. “They are the first to be in the office, and I am the first to interact with them. That alone motivates them,” he said, adding that he occasionally offers small tokens, such as bottled water, to encourage them.
The MCE said improving staff welfare is essential to building an effective municipal administration. “People give their best when they know their concerns will be dealt with. My focus has been to make everyone feel part and parcel of the working system,” he said.
