One year after assuming office, the Municipal Chief Executive for Bolgatanga, Roland Atanga Ayoo, has outlined what he describes as steady fiscal progress underpinning development efforts across the municipality.
Speaking during a stakeholder address to mark his first anniversary in office on Tuesday, April 28, 2026, Mr. Ayoo emphasised revenue mobilisation and public financial inflows as the backbone of his administration’s work.
The event brought together chiefs and tindaanas, assembly members, heads of departments, civil society organisations, market women, youth groups, persons with disabilities, political party representatives, clergy, and the media. It featured an open question-and-answer session, followed by a guided tour of project sites led by the MCE and his team.
At the centre of his presentation was the Assembly’s Internally Generated Funds (IGF), which stood at GH₵2,461,828.78 for the 2025 fiscal year, representing 75.11 percent of its annual target of GH₵3.27 million.
“Our Internally Generated Funds performance reflects both the commitment of our staff and the cooperation of residents,” Mr. Ayoo said.
“It is a clear indication that we are building a stronger local revenue base to support development from within.”
He noted that the IGF performance marks an improvement over the previous year’s 72.07 percent, signalling gradual progress in revenue mobilisation.
The Assembly also benefited from central government transfers, particularly the District Assemblies Common Fund (DACF). Mr. Ayoo disclosed that as of December 2025, total DACF releases for the first three quarters amounted to GH₵10,590,423.31.
“These resources have been critical in financing key projects in education, healthcare, sanitation, and infrastructure,” he said.
“We have ensured that funds received are directed into priority areas that directly impact the lives of our people.”
He said the combined effect of IGF, DACF, and donor-supported interventions has enabled the Assembly to maintain steady development across multiple sectors.
“Our strategy is to maximise every available funding source, whether internally generated, government transfers, or support from development partners, to drive inclusive growth,” he added.
Mr. Ayoo stressed that prudent financial management remains central to his administration.
“We are committed to transparency, accountability, and efficiency in the use of public funds. The people of Bolgatanga deserve to see tangible results from every resource entrusted to us,” he said.
He added that strengthening revenue mobilisation will remain a key priority.
“We will continue to explore innovative ways to expand our revenue base, improve compliance, and ensure that the Assembly is financially resilient enough to meet the growing demands of urbanisation,” he said.
