Gov’t pledges to build on GALOP gains to improve learning outcomes

The Government has pledged to build on the achievements of the Ghana Accountability for Learning Outcomes Project (GALOP) to improve foundational learning, strengthen accountability, and expand equitable access to quality education across the country.

Addressing stakeholders during the dissemination of the 2025 GALOP Endline Inspection Findings and Recommendations, Deputy Minister for Education Dr. Clement Apaak said the project has demonstrated the importance of using reliable evidence to guide educational reforms.

He said GALOP, implemented through a partnership between the Government of Ghana, the World Bank, the Global Partnership for Education, and other stakeholders, has strengthened instructional leadership, improved teacher support systems, and directed resources to schools with the greatest needs.

According to Dr. Apaak, the inspection findings reflect years of commitment from teachers, headteachers, district education officials, and communities working to improve learning outcomes in schools.

However, he acknowledged that significant challenges remain and called for sustained collaboration among stakeholders to address them.

“Educational improvement is not a destination; it is a continuous journey that demands persistence, innovation and collective action,” he said.

The Deputy Minister said government would use the report’s recommendations to strengthen policy development and ensure that inspection outcomes translate into measurable improvements in schools.

He urged regional and district education directors, school leaders, and development partners to critically examine the findings and implement practical interventions to improve teaching quality and learner achievement.

Dr. Apaak commended the National Schools Inspectorate Authority (NaSIA), its governing board, and staff for strengthening quality assurance within Ghana’s education sector.

He also expressed the government’s appreciation to the World Bank, the Global Partnership for Education, and other development partners for their continued investment in Ghana’s education reforms, describing their support as instrumental to the progress achieved under GALOP.
