The tenure of office of the Nabdam District Chief Executive Hon. Anafo Vivian has not expired contrary to earlier reports that she had over stayed her tenure.
There have been assertions by some members of the communication teams of some opposition parties including the New Patriotic Party and the Peoples National Convention in the upper east region that the Nabdam DCE has expired her tenure in office and hence called on her to vacate her office or risk a court action. But A1 radio news’ checks with the Nabdam district assembly reveals that, the tenure of office of the district chief executive has not expired and she is expected to head the district until 6th November 2016 when she will handover.
Ms. Vivien Anafo prior to her appointment as DCE of the then new district [Nabdam District, was the DCE for the Talensi district. However, she was not transferred to the Nabdam district but was appointed and confirmed by members of the Assembly with over 70% of the vote cast in the presence of the then minister of local government and Deputy Upper East Regional minister.
Some documents cited by A1 Radio’s news team revealed that Ms. Anafo’s instrument of appointment which gave her the leeway to work was issued on 6th November 2012 with her appointment letter been issued on 26th August 2013.
Article 246(2) of the 1992 constitution states: “Unless he resigns or dies or the earlier ceases to hold office under the clause (3) of article 243 of this constitution, the term of office of the District Chief Executive shall be for four years; and a person shall not hold office as a District Chief Executive for more than two consecutive terms.”
The Municipal Chief Executive of Bolgatanga Hon. Edward Ayagli Ayiriba however handed over to the Upper East Regional minister earlier this week following the expiration of his tenure of office.
