Ayamga Fatawu writes: A Letter To the New Wa East District Chief Executive

Dear Hon. Dr. Ewura Sulemani. K. Mahama,

I bring you warm greetings from here in the land of the Sissala.

Permit me to once again say, congratulations following to your nomination and subsequent approval by the Assembly Members to take the driving steer in moving the pale looking, malnourished and limping Wa East District from its current state of dysfunction to a functional state. Please, do pardon me if my choice of description is not palatable to your hearing as my letter to you is not intended to carry sweet words or melodies. I may sound emotional. This is as a result of the unchanging attitude of persons stationed to bring needed development to the District.

The District according to my observation; has been taken by some persons as a joke of a District in the Region and country at large. The Wa East District has been on hiatus and stagnated in terms of development. It is among the only few Districts in Upper West Region which has no tarred road; not even five meters of tarred road especially in the capital town.

The District Assembly in reality and according to decentralization in Ghana, is the lead institution or department in forward match of every District and thus followed by other supporting institutions or departments such as the District Health Service, District Agriculture office, the National Disaster Management Organisation (NADMO), District Education service, National Health Insurance Authority (NHIA), District Youth Employment Agency, and others.

But what do we see about many of these institutions or departments and the services they ought to be providing and also supposedly at the door steps of the people in the District?

NADMO office is being hosted in a container as a makeshift office. The Wa East District Health Secretariat is hosted in a rented apartment in Wa while their office and workers’ bungalows get eaten up by termites.

The Wa East District MOFA office is also hosted in Wa whereas their recently renovated office and workers, bungalows are left to host ghosts in the District capital Funsi. The Wa East District Education Service is being hosted full time in Wa, the regional Capital, whereas their office in the District capital Funsi is left to host ghosts and dwarfs and soothsayers. The Wa East District National Health insurance Scheme has its office in Wa and in Funsi at a cost to the District.

I am privy to information disclosing how items meant for the District have been received in Wa and have never been able to find their way to the District. Sadly, workers hardly visit the District capital where their services are needed.

Most nauseating is DCEs staying in Wa whilst commuting to Funsi every working day with fuel procured by the District Assembly. The District Directors who work in the District commute to work in the District capital every day with official vehicle and office fuel.

Well-meaning people have admonished previous DCEs to curb the anti-development work attitude as it leaves negative impact on the overall development of the District but all fell on deaf ears.

I am personally disappointed in both the current Regional Minister and the previous ministers and their deputies for not working to stop this bad development but sat aloof and looked on. The District has become a seemingly nauseating place for workers who have accepted postings to the area and thus their non-availability in the District.

Hon. Dr Mahama Sulemani, I will liken your very personality to that of Hon. Henry Quartey, the current Greater Accra Regional Minister as I have known you to be a ‘no-nonsense’ person. To wit, you insist on doing the right thing.

As a presiding member of the District, you insisted on things done in the right way. We were awakened to a new era where we envisioned that the District will see a positive change because you were nominated. Though far away, we campaigned for you to be approved since we have hope that, a messiah has been found in Wa East District.

I was overwhelmed by the news of you giving an ultimatum to all the institutions or departments hosting themselves out of District and at an extra cost to the District to move back to where they ought to be; that is Funsi by the end of December 2021.

Please, we trust you to do the work and we can now see the light at the end of the tunnel.Our regret will be, to see you bark and not be able bite thus leaving your promises unfulfilled. Posterity will be the truest judge and by this, you have a bright political carrier if you deliver in your current position.

Help the limping District to stand on its feet and your predecessors will be in shame. I look forward to working with your outfit to unearth all potential Tourist sites in the District as none can be mentioned now.
