Deputy Minister for Education, Dr. Clement Abas Apaak, has commended the funding partners of the Ghana Accountability for Learning Outcomes Project (GALOP) for their unwavering support and investment in transforming basic education in Ghana.
Speaking on behalf of the Minister for Education, Haruna Iddrisu, at the GALOP Project Oversight Committee meeting held on July 14, 2025, at the Ministry of Education, Dr. Apaak expressed gratitude to the World Bank, Global Partnership for Education (GPE), and SCALE Funders, as well as other stakeholders for their continued dedication to enhancing educational outcomes nationwide.
“Every intervention—from teacher training and school grants to performance-based incentives—must be efficiently deployed and monitored,” Dr. Apaak emphasized.
GALOP AF2: Expanding Impact Across Ghana’s Basic Schools
Dr. Apaak highlighted the importance of the GALOP Additional Financing (AF2) package, which is providing US$117.1 million to scale up targeted interventions in basic schools across the country. He noted that the funding is critical to improving literacy and numeracy outcomes, especially in underserved communities.
He urged the Oversight Committee to move beyond routine reporting and actively address emerging challenges, refine implementation strategies, and reaffirm their shared goal of achieving measurable improvements in learning outcomes.
“Let us go beyond the routine and focus on resolving implementation challenges, refining strategies, and reaffirming our collective commitment to education reform,” he said.
A Vision for Transformative Education in Ghana
Dr. Apaak, who also serves as Member of Parliament for Builsa South, reaffirmed GALOP’s focus on early-grade education, emphasizing structured pedagogy, curriculum alignment, and data-driven decision-making through tools like the National Standardized Test.
He also advocated for continuous professional development for teachers, in-service training, and the integration of digital learning tools to strengthen instructional quality and increase student engagement.
“Together, let us show that when oversight is rigorous and collaboration is genuine, transformative learning outcomes are not just possible—they are inevitable,” he concluded.

Dr. Apaak expressed confidence that GALOP AF2 will serve as a model for impactful education reform and reiterated his appreciation to all partners contributing to the project’s success.

The GALOP initiative continues to be a flagship intervention aimed at enhancing foundational learning, strengthening accountability, and narrowing equity gaps in Ghana’s basic education system.
