After A1 Radio’s video, Isaac Adongo updates Ghanaians on financing for Bolgatanga–Pulmakom Road

The government of Ghana says progress has been made toward securing renewed financing to complete the Bolgatanga–Pulmakom road, a key transport link in the Upper East Region that has faced years of delay.

In a statement issued Tuesday, October 21, 2025, the Chairman of Parliament’s Finance Committee and Member of Parliament for Bolgatanga Central, Isaac Adongo, said the development follows high-level discussions held in Washington, D.C., on the sidelines of the ongoing IMF and World Bank Annual Meetings.

According to the statement, Finance Minister Dr. Cassiel Ato Forson, supported by former Finance Minister Seth Terkper, Ghana’s Ambassador to the U.S. Victor Smith, and Adongo himself, met with officials from UK Export Finance (UKEF) — the creditors overseeing the project’s funding — to finalize a restructuring agreement.

Adongo noted that the financing facility has now been successfully restructured, with a dedicated team from the Ministry of Finance assigned to ensure compliance with all conditions required for disbursement. The government aims to resume payments to contractors and restart work on the project by December 2025.

He added that the project’s disbursement would be incorporated into Ghana’s commercial borrowing ceiling under the IMF program and that the Attorney General is expected to expedite legal documentation to make the new agreement effective.

Adongo expressed gratitude to President John Dramani Mahama and the Finance Minister for prioritizing the project, describing it as a major step toward improving transportation and economic connectivity in the Upper East Region.

The statement follows a recent viral video published by A1 Radio highlighting the deteriorating condition of the Bolgatanga–Zuarungu stretch of the highway, which sparked public concern over stalled progress on the larger Bolgatanga–Bawku–Pulmakom road.

“On behalf of the people of Bolgatanga and the Upper East Region, I wish to express our sincere appreciation to the President, the Finance Minister, and the Minister for Roads and Highways for their unwavering leadership and dedication to the welfare of our communities,” Adongo said.
