Engineer calls for building reforms to tackle Ghana’s flooding crisis

A former Council Member of the Institution of Engineering and Technology Ghana (IET-GH), Ing. John Amoah, has called for major reforms in Ghana’s building and development policies to reduce the impact of recurring floods.

In a statement, Ing. Amoah, who is the Head of Estate and Development, Works, Physical Development and Facility Management Department at St. John Bosco College of Education, Navrongo, said the recent flooding in Accra should serve as a wake-up call for the country to review how buildings are planned, approved, and constructed.

“The recent flooding in Accra should serve as a national lesson rather than just another unfortunate event. It is time for Ghana to rethink how we design, approve, and construct our buildings,” he stated.

He called on engineers, architects, physical planning officers, surveyors, and policymakers to promote flood-resilient building designs, particularly in flood-prone areas.

Engr. Amoah recommended that one- and two-storey buildings should become the preferred option in such communities, with ground floors reserved for garages, storage areas, kitchens, and other non-essential spaces, while living areas are located on upper floors.

He also proposed stricter building permit requirements, suggesting that applicants should demonstrate the financial capacity to fund at least 50 percent of the estimated construction cost before permits are approved.

“This requirement would encourage responsible development, reduce the number of abandoned structures, and ensure that projects are completed in accordance with approved engineering and architectural standards,” he said.

Engr. Amoah clarified that the proposal is not intended to prevent people from owning homes but to encourage responsible construction practices and improve public safety.

“Good planning saves lives. Good engineering protects communities. Responsible development secures Ghana’s future,” he concluded.
