TUSAAG announces resumption of indefinite strike over delayed research allowance

The Technical University Senior Administrators’ Association of Ghana (TUSAAG) has announced the resumption of an indefinite nationwide strike effective Monday, July 20, 2026, citing the government’s failure to honour commitments on the payment of a one-time research allowance and the unilateral alteration of a negotiated allowance agreement.

In a press release signed by the National President of TUSAAG, Stanley Akamiri Abopaam, the association said the decision followed a National Council meeting held on July 9, 2026, after months of unsuccessful engagements with government over outstanding financial commitments.

According to the association, the government had assured TUSAAG that a one-time research allowance would be paid by March 30, 2026. Following further discussions, the deadline was extended to April 30, 2026. However, as of July 13, the allowance had still not been paid.

The association expressed disappointment over what it described as a “seeming lack of urgency” by relevant stakeholders in addressing the matter, saying the continued delay had eroded confidence in government’s commitment to resolving the impasse.

TUSAAG further accused the Ministry of Finance of unilaterally modifying the implementation date of an interim allowance agreement reached with the Fair Wages and Salaries Commission (FWSC) and university unions.

Under the agreement, signed on April 22, 2026, the Market Premium and Non-Basic Allowance were to be consolidated and increased by 40 percent, with implementation taking effect from April 1, 2026. The arrangement was intended as an interim measure while the FWSC completed negotiations on revised conditions of service following its transition to the Independent Emolument Commission.

However, the association said a June 26, 2026, communication from the Ministry of Finance postponed the implementation date to July 1, 2026, without explanation.

TUSAAG described the change as a breach of the negotiated agreement and a violation of the trust established during discussions with government.

The association noted that the April agreement also included a government commitment to continue negotiations on Internally Generated Fund (IGF)-related allowances and other non-financial conditions of service, with any future agreements to be incorporated as addenda.

TUSAAG said the combination of delayed payments, missed deadlines, and changes to agreed terms had resulted in a breakdown of industrial relations, leaving the association with no alternative but to embark on an indefinite strike.

The association called on the government to urgently fulfil its financial obligations and honour the agreements reached to restore confidence and industrial harmony across Ghana’s technical universities.
