UER: Clock-in system’ll be implemented to check gov’t staff working only 3 days a week – Stephen Yakubu

The Upper East Regional Minister, Stephen Yakubu has noted with concern that staff of the various Municipal and District Assemblies along with the staff of the various government agencies and departments shirk most of their responsibilities in favour of their personal duties.

To this end, government sector workers are only working, effectively, only for three days. That is; Tuesday, Wednesday and Thursday. Mr. Yakubu said this came to light when he assessed the performance of the region at the 2020 Local Government Service (LGS) Annual Performance Evaluation.

The situation became even more apparent to the Minister when he decided to take a working tour of the region and assess for himself, the work being done by workers on the public roll.

All these came to light when the Minister spoke on A1 Radio’s Day Break Upper East Show.

“People come to work, sometimes, late. On Fridays, people will tell you they are going to the mosque. I have also noticed that sometimes, people who are not even Muslims will tell you they are going to the mosque and may not return to work. Others who live outside the region go and return on Monday, and sometimes they do not even get to work”.
 
“If you look at it critically, some just work for three days. If you do not work on Friday or do just half a day, and then you do not work on Monday; then it means you are basically working Tuesday, Wednesday, and Thursday. It is something that I am not happy about,” the Regional Minister said.

Mr. Yakubu insisted that for progress to be made, staff who are complicit in such acts must reform. To ensure that the movement of staff are tracked across the region, the Regional Minister says the Regional Coordinating Council is set to deploy the use of digital sign-in clocks. This would electronically take attendance of staff; monitor their arrival and departure times.

He insisted that if it becomes necessary, the clock-ins would be done thrice daily to ensure that staff are also on site to do the work they are paid for.

Meanwhile, Mr. Yakubu has expressed his displeasure at the seeming lack of progress in the region. Mr. Yakubu was unhappy that the Upper West Region, carved out of the then Upper Region, constantly outperformed the Upper East Region.

The Regional Minister, unhappy about the situation, explained that it does not bode well for the Upper East Region as an older region.

He said this when he spoke on A1 Radio’s Day Break Upper East Show.

“The Upper West Region was born out of the Upper East Region but if you look at the rankings in a lot of things, we are behind the Upper West Region. It means that there are things that we are not doing right. There was some grading of all of the regions, we did not do very well. I have also been here for about a year [as Regional Minister], I have gone round, I have seen the way people work and I am not enthused at all,” he said.

“I have decided to go round and let people know my displeasure and also for them to change. The most important thing is change. If you have a job, I think you have to be serious with the job and work,” the Regional Minister added.
