Five Municipal and District Assemblies in the Upper East Region have been cited by the 2022 Auditor General’s Report for failing to collect over Ghc160,000 in revenues.
The Assemblies are Builsa North Municipality, Bolgatanga East District, Bolgatanga Municipality, Builsa South District and the Garu District.
“Regulation 46 of the Public Financial Management Regulation, 2019 LI 2378 requires the Principal Spending Officer to ensure that revenue is efficiently collected. We however noted that the management of five Assemblies did not collect revenue totalling GH¢164,848.50 in respect of fees, rent, business operating permits, and property rates arrears,” portions of the Report Of The Auditor-General On The Accounts Of District Assemblies For The Year Ended 31 December 2022 stated.
Builsa North Municipal Assembly is said to have failed to collect a total of Ghc24,575.00. The Bolgatanga East District failed to collect Ghc112,651.50.
Meanwhile, Bolgatanga Municipal – Public Works Department Rent failed to collect Ghc9,300.00, Builsa South District failed to collect Ghc2,000.00 and the Garu District failed to collect Ghc16,322.00.
According to the report, “The situation has denied the Assemblies funds needed for their operations” and as such, the AG recommended that “the management of the five Assemblies should recover the amount owed from the defaulters and also strengthen the Assemblies’ revenue collection mechanisms.”
