Dr. Apaak questions CHASS’s silence on Akufo-Addo’s Free SHS debts

Dr. Clement Abas Apaak, Member of Parliament for Builsa South, has expressed concern over the delayed outcry by the Conference of Heads of Assisted Secondary Schools (CHASS) regarding the government’s failure to fulfill its financial obligations under the Free Senior High School (Free SHS) programme.

In a widely circulated letter dated December 20, 2024, CHASS warned that secondary schools might not reopen on January 3, 2025, if all outstanding funds are not paid.

Dr. Apaak, echoing the frustrations of many Ghanaians, questioned why CHASS had remained silent for years as debts continued to accumulate under President Akufo-Addo’s administration.

He emphasized that the Free SHS programme, once celebrated as a flagship initiative, has been plagued by funding constraints and mismanagement.

“The silence of CHASS all these years allowed the Akufo-Addo administration to dismiss legitimate concerns about the policy’s sustainability as mere propaganda. Why speak up only now, when schools are on the brink of closure?” Dr. Apaak queried.

The CHASS letter detailed the financial challenges facing secondary schools, including arrears for recurrent expenses, perishable items, transport, and utility bills.

It highlighted that these debts date back to 2021, with successive academic years witnessing partial or no payment of arrears. Even examination fees were inconsistently paid, leaving schools struggling with operational costs.

Critics argue that these funding issues stem from mismanagement and possible misappropriation of funds.

Despite Parliament approving a total of GH¢15.5 billion for the programme between 2017 and 2024, the government has accrued significant debts.

Dr. Apaak has joined calls for a comprehensive audit of Free SHS expenditure under the outgoing administration.

“This is not just about arrears; it’s about accountability. Where did the approved funds go? The incoming government must probe the financial handling of Free SHS to ensure transparency and restore trust in the programme,” Dr. Apaak asserted.

The mounting debts have tarnished the legacy of Free SHS, which was a central theme of the New Patriotic Party’s campaign promises. Dr. Apaak noted that Ghanaians’ overwhelming vote for John Dramani Mahama signals a demand for better management of the policy.

“Free SHS is a noble idea, but it requires competent leadership to sustain it. The Akufo-Addo government’s failure is evident, and it is time to correct these mistakes under a new administration,” he added.
