Dr. Nicholas Naani Zangina, a member of the Upper East Regional NDC Communications team, has clarified the role of the NDC’s Operation Recover All Loot (ORAL) Committee.
He explained that the committee’s primary function is to gather information on alleged wrongdoing by former and current government appointees. While the committee does not have prosecutorial powers, its goal is to collect credible evidence to forward to investigative bodies for further action.
“ORAL is seeking to solicit information regarding wrongdoing by former and current government appointees. When we get hold of this information, we can forward it to investigative bodies,” Dr. Zangina explained in an interview with A1 Radio.
Dr. Zangina emphasized that ultimate responsibility for fighting corruption rests with the President, who has the authority to establish commissions or bodies as needed to address corruption concerns. He described ORAL as a critical tool, likening it to a “CCTV camera” for politicians, ensuring transparency and accountability in the management of public resources.
“The President has the ultimate responsibility to fight corruption. He has the power to appoint whoever he deems fit or establish any commission or entity he deems fit,” he said. “As far as ORAL is concerned, I see it as a CCTV camera for politicians. At any point in time, when public finances or resources are entrusted to us, we must manage them responsibly and with accountability.”
While Dr. Zangina assured that ORAL does not seek to replace existing institutions tasked with investigating corruption, he emphasized the committee’s role in supporting these bodies with valuable information. He further noted that ORAL serves the Ghanaian people, and those with nothing to hide should not be concerned about its operations.
“ORAL is here to serve the Ghanaian people. If you have nothing to hide and you are not a criminal, why should you bother about the construction of a police station or prison?” Dr. Zangina asked.
