Ghana Water expands pipelines, subsidizes connections to boost water access in Upper East Region

Ghana Water Limited has expanded access to safe drinking water in the Upper East Region through pipeline extensions and connection subsidies aimed at low-income households, the regional minister said at a press briefing.

Donatus Akamugri Atanga, Upper East Regional Minister said the utility extended 64 kilometers (40 miles) of pipelines in communities around Bolgatanga and Navrongo, improving water flow and supply reliability for thousands of households. He added that 3 kilometers (1.9 miles) of old and weak pipelines were replaced with modern high-density polyethylene (HDPE) pipes to reduce frequent pipe bursts and stabilize distribution.

Under the “Water for Life” project, Ghana Water Limited subsidized water connection fees for 800 low-income households between January and July 2025, Atanga said. The initiative reduced connection costs from 1,600 Ghana cedis to 300 cedis for some households and from 3,598 cedis to 1,890 cedis for others, depending on their distance from the connection point.

The minister said the intervention was designed to make potable water more affordable and accessible in underserved communities in Bolgatanga and Navrongo.

A separate promotional subsidy enabled more than 130 additional households to obtain new water connections, while faulty meters were replaced to improve billing accuracy and customer service, he said.

Ghana Water Limited is also implementing another subsidy program known as “Operation 1,000 Customers,” under which each new connection receives a 600-cedi rebate. According to Atanga, 650 applications have been received under the program so far, with 250 customers already connected. The subsidy is scheduled to end this month.

The measures form part of broader efforts to improve water infrastructure and expand safe drinking water coverage across the region, the minister said.
