NPP robbing Peter to Pay Paul with ‘One Constituency One Million Dollars’ policy – Rashid Pelpuo

Member of Parliament for Wa Central, Hon. Rashid Pelpuo has said the New Patriotic Party (NPP) is robbing Peter to pay Paul with how they intend to find money for the implementation of their ‘one constituency, one million dollars’.

The Ministry for Special Development Initiatives last week disclosed that the $275 million to be disbursed to all constituencies across the country is ready. The sector, Minister Hawa Koomson, explained that 70 percent of the $1 million dollars for each constituency will be spent on government’s priority projects such as the “One district-one factory, one village one dam, warehouses for planting for food and jobs among others.

But speaking to A1 Radio’s Christopher Asima on Daybreak Upper East, Hon. Rashid Pelpuo mentioned that the NPP’s ‘One Constituency One million Dollar’ policy is nothing new because the policy is fueled with monies deducted from already existing statutory funds to the various Assemblies.

He said: “in order to get that one million dollars for all the constituencies, they went to the Assembly and reduced the allocation of the Assemblies by two and half percent. They have reduced the allocation to the Assembly drastically. It is a statutory fund which is prescribed by law so if they reduce it beyond what is acceptable by the constitution that is not acceptable but they reduced it and they used the proceeds from the reduction to build up their fund”.

He indicated that the NPP is now engaging in realignment, which is taking monies from all statutory funds existing and using it to build up the fund for their ‘One Constituency, One million dollars policy’.

When asked if the NPP was resorting to this process of getting funds for their policy was because there are no funds in the country, he said: “You remember they (NPP) during the campaign said there is money in the Ghana but we are not using it for the right thing. They said we don’t need to borrow because there is money so they cannot come and throw their hands that there is no money because they told Ghanaians that there is money and that is why they gave their mandate to them. So they have no excuse to say that there is no money”.

He indicated the National Democratic Congress will continue to perform her oversight responsibility as an opposition party to bring out the flaws of the governing NPP so the country will understand the failures they are enduring because of inappropriate politics.
