Deputy agric minister says government has conquered the fall armyworm

Whereas some farmers are still battling the invasion of the fall armyworm, government says it has conquered the disease nationwide.

Deputy Minister for Agriculture in-Charge of Annual Crops, Dr. Sagre Bambangi says although the armyworms still exist in some areas, the situation will not affect the yields.

Dr. Bambangi said this when he visited a farm in the Bongo district to ascertain the effects of the distractive pets.

“We have conquered the armyworm because the essence or the goal is for us to ensure that our crops recover so if the armyworm has not been able to deprive us from our bumper harvest that we are expecting then we say we have conquered the armyworm. But we know there are still reminisce of it in the system.”

He added that as part of efforts at eradicating the worms totally government will partner neighboring country to tackle the menace holistically.

A 31 year old professional teacher, Jacob Abongo Anam who is into large scale maize farming said although his farm was infected he was able to fight the worms through the approved method recommended by the agriculture ministry.

August salaries of some workers suspended by Controller and Accountant-General’s Department

The Controller and Accountant-General’s Department has suspended the August 2017 salaries of some workers on government’s mechanised payroll.

Those affected include validators who failed to validate their payrolls through the Electronic Salary Payment Voucher (ESPV) system in August 2017 as well as employees whose salaries were not validated.

Others include employees who were not verified during ESVP validation process in August 2017 as well as those with zero or irregular bank account details and others with wrong or without SSNIT numbers, no bank details and same account numbers for different employees.

Employees without the Biometric Registration System at the Ministry of Finance also had the salaries suspended.

The suspension is in line with Regulations 297 of the Financial Administration Regulation, 2004 (LI 1802).

An announcement in the Daily Graphic on Thursday stated that the objective to suspend the salaries is to clean the payroll data and improve the efficiency of government’s payroll management.

The announcement urged affected employees to take the following steps to have their salaries reactivated:

• Those whose salaries were suspended due to non-validation of salaries would be paid at the end of September 2017 on the condition that their heads of department validate them on the ESPV platform for September 2017.

• Employees declared unknown but not missing at their various place of work are required to submit reactivation letters signed by the heads of departments to the controller and Accountant General’s Department Payroll Processing Division.

• Employees with zero or irregular bank account details and others with wrong or without SSNIT numbers and employees sharing the same account numbers should submit the required information to the Payroll Processing Directorate of the Controller and Accountant General’s Department for processing.

• Employees yet to go through the biometric registration exercise should contact the Biometric Registration Centre at the Ministry of Finance with the necessary documents for registration.

First year SHS Students to report on September 11

The Ghana Education Service has said all first year students placed into the various Senior High Schools across the country are expected to report on September 11 when the academic year begins.

A Statement from the Service said “the 2017/2018 academic year begins on September 11 and all form One students are expected to report to their schools on that day”.

Civil Society Organistion, Northern Patriots in Research and Advocacy (NORPRA) has called on government to demonstrate one more time that it is a listening government by revoking all permits granted to over 20 companies to harvest and process rosewood trees in northern Ghana and that of the Brong Ahafo region.

The CSO In a statement has said “NORPRA has intercepted a copy of a document signed by the Chief Executive of Forestry Commission granting approval to over 20 companies to engage in logging rosewood in northern Ghana and Brong Ahafo region. In an effort to ascertain the facts on the operations of these companies, NORPRA made a field trip to a number of communities in the Talensi district of the upper east region and shockingly saw for itself rosewood being cut down in commercial quantities”.

The statement said “What is more worrying is that government is engaging in this environmentally unfriendly action at a time Ghana’s development partners and the international community are sympathizing with the Ghanaian people on the increasing impacts of climate change on livelihoods and supporting the country with huge resources to implement a number of climate adaptation projects to help the people especially rural communities to improve livelihoods under severe climate change impacts through effective adaptation interventions”.

It called on the government to end the illegal logging activities taking place in the various forests in the SADA zone.

“We wish to conclude by urging government to, as a matter of urgency stop all these companies from further logging of the rosewood trees in northern Ghana that is already grabbling with desertification and other climate change impacts. NORPRA will not hesitate to embark on series of well-organized actions to stop the companies from turning the affected communities into a complete desert if government does not respond in good time.

NORPRA CALLS ON GOVERNMENT TO STOP HARVESTING ROESEWOOD IN NORTHERN SAVANNAH ZONE

The Northern Patriots in Research and Advocacy (NORPRA) is calling on the Nana Addo-led administration to demonstrate one more time that it is a listening government by revoking all permits granted to over 20 companies to harvest and process rosewood trees in northern Ghana and that of the Brong Ahafo region.

NORPRA has intercepted a copy of a document signed by the Chief Executive of Forestry Commission granting approval to over 20 companies to engage in logging rosewood in northern Ghana and Brong Ahafo region. In an effort to ascertain the facts on the operations of these companies, NORPRA made a field trip to a number of communities in the Talensi district of the upper east region and shockingly saw for itself rosewood being cut down in commercial quantities.

It is recalled that environmentally conscious Ghanaians, climate change advocates and people of northern Ghana strongly supported the NPP in opposition when the party raised the alarm bell through a press conference on the felling of these rosewood tress in northern Ghana. The Nana Addo led government was again highly went applauded when government in the 2017 Budget Statement  and Economic Policy stated that it had placed high premium on combating climate change through prioritization of climate change programmes and projects. Regrettably, this same government in this very month of August is authorizing the cutting down of the same rosewood trees in the part of the country that has livelihoods seriously threatened by the harsh impacts of climate change.

What is more worrying is that government is engaging in this environmentally unfriendly action at a time Ghana’s development partners and the international community are sympathizing with the Ghanaian people on the increasing impacts of climate change on livelihoods and supporting the country with huge resources to implement a number of climate adaptation projects to help the people especially rural communities to improve livelihoods under severe climate change impacts through effective adaptation interventions.

Government needs to be constantly reminded that research has already shown clearly that impacts of climate change will intensify in northern Ghana with temperature increasing by 2OC by the year 2030. This is certainly very alarming and what NORPRA expects of government is to rededicate itself to the implementation of a very comprehensive national policy on climate change to minimize the threats posed by climate change.

This very action of the government is therefore not only undermining and defeating the noble objectives of the country’s climate change policy and that of the Paris Agreement on climate change but also a demonstration of no practical commitment to the global development agenda such as the Africa Agenda 2063 and the Sustainable Development Goals (SDGs)

We wish to conclude by urging government to, as a matter of urgency stop all these companies from further logging of the rosewood trees in northern Ghana that is already grabbling with desertification and other climate change impacts. NORPRA will not hesitate to embark on series of well-organized actions to stop the companies from turning the affected communities into a complete desert if government does not respond in good time.

A1 Radio’s Head of programmes calls for support for sports in Upper East region

The Upper East region placed seventh at the just ended Inter Regional competition held in the Central Region of Ghana.

The team presented to the sports crew at A1 Radio for their support throughout the event.

Head of Programs at A1 Radio, Emmanuel Aboagye who received the officials on behalf of the station indicated that he was grateful the team from the Upper East region performed well at the event.

He, however, called on institutions to support sports in the Upper East region because talents abound in the region and they need to be put to good use.

Free SHS: Ghana can be like America – Akufo-Addo

President Akufo-Addo says Ghana can be like the United States of America after the successful implementation of his flagship education policy – Free SHS.

The President made the comment during the unveiling of the logo for the policy, which begins on Friday September 1, at the Flagstaff House Thursday.

“The first country in the world to institute a system of free public education is The United States of America. The USA did this a century ago when their level of development was not very much more than ours. I hope all of us here in Ghana can see the link between that event and where America is today as the Economic giant of the world. If we understand that connection, we will all support this iniative,” the President said.

About the logo

The design highlights an open book, on which is suspended a sketch of two delighted school children leaping in jubilation. Underneath the symbol are three words: Access, Equity, and Quality boldly inscribed.

The Open Book, represents learning that generates hope and optimism for a prosperous Ghana. The central symbol portrays two children emerging from a pleasurable learning experience, as they spontaneously explode in joy. They are beneficiaries of a policy that lifts the total burden of fees from parents.

The two then have a reason to jubilate; but their animated mood also represents optimism for a brighter tomorrow.

The highlighted themes of Access, Equity and Quality underline the principles that drive the policy.
Access: The policy aims at widening access to senior high school education, and education in general.

Equity: This is a fundamental driver in any social intervention programme. Poverty, gender, deprivation, etc. should no longer be barriers to education. The Government is eager to ensure a fair and just society where there are equal opportunities for all, irrespective of family circumstances.

Quality: The expected expansion of access to education will be achieved, without the need to compromise tKe quality “-education. The package comes with qualitative instructional material, improvement in school infrastructure, as well as teacher motivation and capacity building.
The Open Book stands for Learning that is made accessible, so others can share: free education is the foundation for national development; it generates hope for future generations, and enables students from diverse backgrounds to study towards transforming lives and uplifting their communities.

The color code, Red, Gold and Green, with black in parts, represents Ghana’s national identity.
The free SHS policy adds value to prevailing free primary and junior high school policies, to make pre-tertiary education a totally free undertaking that should eventually position Ghana to enhance the quality of its human capital to boost national development.

Teacher licensing story “fake news” – Opoku-Prempeh

The Minister of Education, Dr. Matthew Opoku Prempeh has strongly dismissed media reports that his ministry will license all teachers before they are eligible to teach.

According to the minister, he has not on any platform said anything about teacher licensing since his appointment.

“Since I became a minister, I have not on any public platform talked, spoken, asked anything about teacher licensing,” the Manhyia South MP said during the 12th National Delegates Conference of National Association of Graduate Teachers (NAGRAT) in Kumasi.

The minister denied the implementation of the system and used the opportunity to launch a scathing attack on the media describing them as “fake news” producers.

“The mischievousness of the press, we should all see. Go and check the dailies, 3 August 2014, national teaching council executive secretary makes a statement on teacher licensing. I’m happy all the unions say they are being engaged for a long time.

“Actually the council of the national teaching council was formed just about three weeks ago. How could it have been that the council says that they are starting teacher deployment? It is not true. But if we believe everything fake news producers will put out there, we would insult ourselves to death,” Opoku-Prempeh said.

The Ghanaian Times reported on 15 August 2017 that the National Teachers Council (NTC) of the Ministry of Education had announced that teachers will now have to pass a special examination before being granted a licence to teach.

The move, according to the NTC, as reported by the Ghanaian Times, is to enforce discipline and eliminate non-performing teachers from the system, in accordance with the new Teachers Licencing Policy under the Education Act 778 (2008).

U/E: Isaac Adongo hints of introducing “Alternative livelihood empowerment” programme to reduce poverty

The Member of Parliament for the Bolgatanga Central Constituency, Isaac Adongo has disclosed that he will in the coming days introduce a human centered project his constituency called “Alternative livelihood empowerment”.

According to him, the project will be focusing on three major areas which are all geared towards empowering the people in his constituency in order to help reduce poverty.

Hon. Isaac Adongo made this disclosure when he presented a Ram and a Bull to the Muslim community in the Upper east Regional capital, Bolgatanga.

He said “I intend to introduce a project we call Alternative Livelihood empowerment which will focus on three key areas which are all geared towards empowering the youth and reducing poverty. I intend to support people in the craft industry in order to boost their work. We also intend provide some scholarship packages to support students realize their dreams”.

The Member of Parliament who also presented some awards to winners and second placed teams in the Zongo gala said he expects footballers to take their studies seriously regardless of how talented they are.

Isaac Adongo asked the youth of the Bolgatanga Central constituency to maintain the peace the constituency has enjoyed over the years. He said the constituency needs peace in order for it to have a boom in economic activities and also reduce the poverty levels and therefore asked that they emulate the Chief Imam Yusif Adam.

A truck loaded with rosewood intercepted in Navrongo

A truck loaded with rosewood has been intercepted by the Kassena-Nankana Municipal Forestry Commission. The 2 footer container vehicle with registration number AS 3938 U according to Navrongo forestry commission was intercepted for more than a week now.

The driver’s mate of the truck who only gave his name as Ahmed said the driver after the interception left to bring the documents covering their deal to enable them proceed to Tema where they conveying the woods to but has since not returned.

But sources at Navrongo forestry division revealed the truck was intercepted because owners of woods did not have certified documents covering their deal.

According to the division, the truck belongs to one of the 25 companies which have been given permit to salvage abandoned rosewood in forest reserves in the Upper East, Upper West, Northern and Brong-Ahafo regions.

A letter dated 2nd August, 2017 and signed by Kwadwo Owusu Afriyie, Chief Executive Officer of Forestry Commission and sighted by a1radioonline.com directing forestry officials in the 4 regions to accord the 25 companies in their operations.

Early this year, Organization for Indigenous Initiatives and Sustainability (ORGIIS) a Non-Governmental Organization against the mismanagement of the environment facilitated and led to the arrest of five illegal loggers who intruded Kayoro and Nakong forests in the Kassena-Nankana West district of Upper East region.

In an interview with Project Coordinator of ORGIIS, Julius Awaregya, he said the region’s forests have no lying logs or rosewoods which ought to be salvaged.

“As we sit in this region there is no community we have lying logs so what did they [forestry officials] asked them [companies] to come and collect” It means that they [companies] are now coming to completely finish the whole of our lands with all the tree pieces that are there”

Mr. Awaregya said actions of officials of forestry commission hamper the fight against depletion of forests.

Retraction:“DCE accused of masterminding fertilizer smuggling in Kassena-Nankana district.”

A1 Radio writes to retract a paragraph of a story published on www.a1radioonline.com under the caption: “DCE accused of masterminding fertilizer smuggling in Kassena-Nankana district.”

In the said story published on August 17, 2017, paragraph four of it stated: But addressing the media at a press conference in Sirigu in the Kassena-Nankana West district, NPP deputy youth organizer of Chiana/Paga constituency, Thomas Akwalase alleged that the DCE, Clement Dandori has been assisting his personal secretary, Daniel Namoo and two others, Francis Zuadam and Peter Adeyire to smuggle fertilizer.”

Though A1 Radio made frantic efforts to speak to Daniel Namoo, Francis Zuadam and Peter Adeyire who were said to have been aided by the DCE to smuggle fertilizers, we were unsuccessful. We however spoke with the DCE, Dandori who denied ever aiding the trio in fertilizer smuggling.

Our attention has been drawn to the fact that since the trio, especially Francis Zuadam could not be contacted before the publication; the said publication has brought and still has the potential to bring their reputations in question because their accusers and A1 Radio could not establish evidence to back the publication.

We therefore, sincerely regret any damage or inconvenience the said publication would have caused them especially Mr. Zuadam, and subsequently, retract and apologize to them.
